There have been a number of major losses where:
• fire services had been shut down

Dr John R. Hall, Assistant Vice President NFPA, presented the paper titled Fire Analysis and Research (2008), which provides statistics for sprinkler system failure represented in the following diagram.

These statistics:
• indicate that system shut-off caused 66 per cent of fire sprinkler failures before the fire
• highlight the importance of managing this area.

The impairment permit form
A fire systems shutdown (impairment permit form) has been one of the most successful ways to manage fire safety while fire systems are shut down.
The following is a sample permit form containing two sections:
1 pre-impairment (before fire protection is isolated)
1 post-impairment (once fire protection is fully restored).
